Project, Construction and Design Management

Since its establishment as a private company in early 2000, Integrated Project Solutions (IPS) has had an ongoing commitment to service, quality and excellence.

From our corporate base in Western Australia, we provide services throughout Australia and internationally to a range of clients in the private and public sector, including:

Fabrication Management

IPS has developed significant Fabrication Management capabilities & supporting, key systems (eg. AssemblyBase). IPS has the capabilities to manage steel fabrication, or the procurement and tracking of any tagged items (eg. for Modules) from anywhere in the world.

Through IPS co-operation agreements with a number of steel fabrication companies in China – IPS has access to large tonnages of fabricated steel capacity, at low cost, with very quick production times, from date of order.. IPS has been at the forefront of the fabrication push into China and has successfully delivered several thousand tonnes of steel for Australian projects.

IPS clients include significant international companies such as Rio Tinto Iron Ore.

Combined Fabrication Capacity of 500,000 tonnes per annum:

  • IPS has co-operation agreements with eight (8) large, sophisticated fabrication facilities in China.
  • Two facilities have access to their own port.
  • All are well versed in the stringent requirements of Western project work.Clough (Offshore Division)
  • All have mature in-house systems.
  • IPS also has a co-operation agreement directly with a major port in China.Krupp Engineering Australia

  • The IPS head office is located in Perth, Western Australia. Perth is in the same time zone as China. This facilitates easy, direct communication between IPS management in Perth and China.
  • IPS also has the capacity to manage and / or supply carbon steel and stainless / exotic steel pipe spooling for your projects (both from either China or elsewhere in Asia).

Key Personnel

Grant Moffat

Grant Moffat
Managing Director

A chemical engineer and Fellow of the Institute of Engineers, Grant has over 30 years project, construction and business management experience encompassing; construction, steel fabrication, process operations, engineering design, design management, technology development and commercialisation, marketing and joint venture company operations.

Grant is one of the founding directors of IPS, holding the position of Managing Director encompassing the role of Director of Projects for the entire organisation.

Mal Thornton

Project Director / Senior Project Manager

Mal has over 30 years project / construction / Drilling and related experience. For the last two years Mal has acted on behalf of Yilgarn Infrastructure as the client Project Director.

James Harris

Chairman

James joined IPS as Chairman of the Board in January 2005, after a long associating with the founding Directors of IPS.

James was for many years the General Manager Business Development and Commercial for United KG (formally United Construction). He is well known and respected in the Resources and Construction industry.

James is currently a Director and Advisor to a number of private companies.

Paul C. Skinner

Non-Executive Director

Paul is an Associate of the Institute of Chartered Accountants in Australia, a Fellow of the Taxation Institute of Australia.

He is currently a Partner in the Chartered Accounting firm Pike & Skinner and has been for the last 14 years. In this role he provides Accounting, Taxation and Business Development advice to a vast array of businesses. He is a Director and a major shareholder in the financial planning practice Pike Skinner Jamieson Munday. Paul is also a Director of and sits on the board of several large unlisted Companies providing them with advice and direction.

David has over 35 years experience in civil and resources project construction. David has a hands on approach to construction management with a record of successful project delivery.

Ian Moller

ER/IR Consultant & Specialist Advisor

Ian has over 35 years experience in Employee Relations to various iron ore, coal and metalliferous mining and construction projects / companies in WA, Qld, NSW and the NT. Ian provided valuable input to the CSBP AN Expansion Project (2005-2008), as part of the IPS Client Representative and Project / Construction management team.

Services

Project, Construction and Design Management

IPS is able to call upon a range of experienced personnel and provide services in the following roles:

Client Representation
IPS can act in a representative role for client companies, project developers and financial institutions.

Project, Construction and Design Managers (EPCM)
IPS undertakes the Engineering, Procurement and Construction Management (EPCM) role in order to deliver a complete project solution.

Within these two umbrella roles, we provide the following services.

Project Cost Estimating
Utilising in-house database (encompassing civil works/concrete, structural steel, piping, mechanical installation, electrical and instrumentation installation). IPS can prepare detailed capital cost estimates.

Project Cost Control & Reporting
Cost and budget reporting is carried out to the required Work Breakdown Structure (WBS) utilising IPS in-house systems (capable of interface with Oracle and SAP systems). Project expenditure is captured and reported against project budgets.

IPS prepares weekly and monthly management reports to the client's requirements. These reports include details of project, construction and design management progress updates, budget and expenditure status, procurement status and progress forecasting.

Contracts Preparation & Management
This includes the review and preparation for approval of contractor progress payments, maintaining contract variation register and general contract administration.

Procurement and Expediting
Procurement includes sourcing of suppliers, calling tenders, awarding contracts, progress monitoring, quality inspection and when required the approval of suppliers MDR's.

Planning & Scheduling
Primarily using Primavera (P6) software and Microsoft Project. Utilising P6 project monitoring covers baseline measurement, critical path analysis, earned value cost and progress, EOT claims and resourcing.

Project Pre-commissioning, Commissioning & Handover
Preparation of handover documentation to the client, assistance with operations start-up. Preparation of commissioning plan (to a detailed work breakdown structure) and review/approval of as-built drawings.

Operations Assistance
Preparation of operations training plan (in conjunction with client operations personnel).

Feasibility Studies
Preparation of feasibility studies, bankable documents, master planning, project engineering concept studies, FEED Studies, etc.

Fabrication Management

  • Fabrication and shipping cost estimation.
  • Fabrication and shipping quotations.
  • Shop detailing.
  • Fabrication and surface treatment management by IPS expat and Chinese employee at the actual facility chosen to fabricate the particular project.
  • Tracking of item / unit / module from detail drawing stage to issue to SMP contractor.
  • Carry out project specific inspection and testing requirements.
  • Management Non Destructive Testing (NDT), as carried out by NATA approved, independent 3rd party company.
  • Create and collate all Manufacturer Data Reports.
  • Supervision and management of all packing.
  • Arrangement and management of any required in-country road transport.
  • Management of all shipping.
  • Management of road transport to site if required.
